Circular on VIP services in ICBC Personal Internet Banking (VIP Version)
This agreement is drafted and executed in chinese. It is translated into english for reference only. In case there are any discrepancies between the Chinese version and the English Version, the Chinese Version shall prevail. ICBC reserves the right of final interpretation. 1. ICBC offers its VIP Version of Personal Internet Banking customers "Five Designated Services", differing from regular Internet Banking customers, i.e. Designated Service Channels, Designated Service Areas, Designated Services, Designated Products, and Designated Discounts. Please refer to Appendix One for details.
2. Based on the differences of customers' card types, personal property levels, or annual fee payments, the customers of the VIP Version of Personal Internet Banking are divided into the Members, the Silver Members, and Gold Members. Customers with different levels have differed services.
3. All customers of the VIP Version of ICBC Personal Internet Banking must comply with this notification.
4. The customers of the VIP Version of Personal Internet Banking are required to pay annual fees, and the customers need to pay their annual fees proactively. The customers of regular Personal Internet Banking can pay a certain amount of annual fees to become the members with levels corresponding to the fees paid; and the members with lower levels can pay a certain amount of annual fees to become higher-level members. Please refer to Appendix Two for the details of annual fees collection standards and upgrading fee calculation standards.
5. The Personal Internet Banking customers with Elite Club accounts will automatically become the Members; the customers with Peony Platinum Card will automatically become the Silver Members. And the customers with both Elite Club accounts and Peony Platinum Cards simultaneously will automatically become the Silver members. And there is no annual fee charge for the customers become the Members and Silver Members directly.
6. If the service functions that customers encounter when using the VIP Version of Personal Internet Banking involves other ICBC services, the customers need to comply with relevant rules or regulations associated to the service.
7. ICBC formulates service discounts and relevant fee collection standards for the VIP Version of Personal Internet Banking are based on associated laws of the state. If there are some changes in the discounts and fee collection standards, ICBC will announce in advance through its Websites or business offices, and thereby won't inform customers individually.
8. ICBC has the authority to amend this notification or adjust the service contents on the VIP Version of Personal Internet Banking, the amended or adjusted items will be announced through ICBC Website (www.icbc.com.cn). And customers are required to use the VIP Version of Personal Internet Banking by following the amended notification or adjusted service contents.
9. If customers terminate the VIP Version of Personal Internet Banking during valid service period, ICBC won't refund the associated fees customers paid.
10. Customers using the VIP Version of ICBC Personal Internet Banking are required to comply with "ICBC E-banking Regulations" and "ICBC E-banking Personal Customer Service Agreement" simultaneously.
11. This notification is created and will be interpreted by ICBC and will take effect on (month) and (day) 2008.
The service contents of the VIP Version of ICBC Personal Internet Banking
1. Designated Service Channels
The VIP Version of ICBC Internet Banking has designated logon entrance as well as designated back-end server. Customers logon through the designated service channels to connect more quickly and more smoothly when using the Internet Banking.

2. Designated Service Areas
ICBC has re-designed and modified the service interface of its VIP Version of Internet Banking to form the Internet Banking service areas designed to the VIP Version of Internet Banking to create the experiences of privilege as well as honor for the customers.

3. Designated Services
ICBC offers two designated service areas for the customers of the VIP Version of ICBC Internet Banking specifically to demonstrate customers' honorable status:
1. Customized logon ID. The customers of the VIP Version of ICBC Internet Banking can apply for a customized logon ID fewer than five digits to convenience their logon to the VIP Version of ICBC Internet Banking.
2. Online customer service. ICBC deploys specific account managers for the customers of the VIP Version of ICBC Internet Banking. A member just needs to click "Online Customer Service" column to then conduct real time communications with the account managers through online real time communications.

The online customer service is currently provided for ICBC trial banks in Beijing performing the operation on VIP Internet Banking customer service first, and then will be provided to the VIP Internet Banking customers nationwide when the trail banks have performed the operation successfully.

4. Designated Products
ICBC has created customized designated investment financing products for the customers of the VIP Version of ICBC Internet Banking. The designated investment financing products will seek the best balance between earnings and risks for the customers. The customers can pick the best suitable investment financing products from "The VIP Version of Internet Banking-ICBC Financing Column". ICBC will introduce more enriched VIP-Designated Financing Products based on customers¡¯ requirements and the changes of financial market.

5. Designated Discounts
ICBC offers ten designated discounts for the members of the VIP Version of Internet Banking. The members will be allowed the discounts higher than regular customers when conducing the services such as funds purchases, e-Transfer (including inner ICBC remittances, inter-bank remittances), overseas remittances, Tuition Payment, etc through the VIP Version of Internet Banking. The higher a member's level is, the higher a discount rate is. Please refer to the following table for details:

Remark:
¢ÙThe service charge discounts of Internet funds purchase indicate the discounts that investors get through purchasing open funds from ICBC Internet Banking. If the original purchase fee rates (including level fee rates) are higher than 0.6%, then the purchase fee rates get 20% discount (i.e. actual purchase fee rates=the original purchase fee rates¡Á0.8), the actual implementing fee rates after the discount, however, is no less than 0.6%; if the original purchase fee rates (including level fee rates) are lower than 0.6% (including 0.6%), then the actual implementing fee rates are same as the original purchase fee rates. Please refer to relevant funds legal documents and the latest business announcements posted by funds management companies for details. The Internet funds purchasing fee rates discounts are valid only for the purchasing fee rates at front-end fee collection modes for the funds products in normal purchasing periods, and don¡¯t include the purchasing fee rates at back-end fee collection modes and funds subscription fees in funds raising periods, and don't include funds service charge such as targeted funds investments and funds transfer services, etc, either.
From April 1, 2008 to March 31, 2009 is the promotion period for Personal Internet Banking funds purchases fee rates, during which regular Internet Banking customers get 20% off on purchases fee rates. There will be no more discounts on funds purchases for regular Internet Banking customers after the promotion comes to end.

¢ÚThe transfer remittance text message notices indicate the service ICBC sends remittance messages to payees' mobile phone numbers (provided by remitting customers) after the remitting customers conducted e-transfer service.

¢ÛRefer to local ICBC for discount levels of trade point difference for Account Gold (USD) and FX.

¢ÜICBC Messenger Financial Message Services indicate the message services that ICBC sends securities messages, exchange market messages, fund net value messages, and T-bond earning messages, etc to the customers customized such services. Customers of the VIP Version of ICBC Personal Internet Banking can customize the service at "ICBC Messenger¡ªMessenger Service Customization" column.

¢ÝFinancing Software indicates Personal Internet Banking client financing software tools co-developed by ICBC and professional personal financing software development company (Fortune and Wisdom Software Company) to provide ICBC Internet Banking customers with personal financing management, account information downloads, personal financing analysis, etc. Customers can proceed to "ICBC Financing" column to download, purchase, register, and use the software.

ICBC will also introduce more VIP customer-designated products, designated services, and designated discounts upon customers' requirements.

The service fee collection standards and the upgrading fee collection standards
for the VIP Version of ICBC Personal Internet Banking
1. The annual service fee collection standards for the VIP Version of ICBC Personal Internet Banking
The customers with Elite Club Account included in their Internet Banking Cards will directly become the "Members" of the VIP Version of ICBC Personal Internet Banking (no annual fee charges); the customers who have registered the Peony Platinum Cards into Internet Banking Cards at ICBC counters will directly become the "Silver Members" of the VIP Version of ICBC Personal Internet Banking (no annual fee charges); other registered Internet Banking customers can become the members of the VIP Version of ICBC Personal Internet Banking through paying annual membership fees. The fee collection standards are as follows:

2. The upgrading fee collection standards for the members of the VIP Version of ICBC Personal Internet Banking

Lower level members can be upgrade to higher-level members by paying a certain amount of fees. The members need to pay upgrading fees when choosing to upgrade. The upgrading fees are calculated by subtracting unused original member level fees from the targeted member level annual fees. The concrete upgrading fee calculation formula is:

Among which, the remaining membership time is calculated by the number of remaining membership months, the remaining time less than one month won¡¯t be counted. When the customers who automatically became the Members and the Silver Members of the VIP Version of ICBC Personal Internet Banking choose to upgrade, the remaining membership is calculated by twelve months.

For instance, if a customer purchased the membership of the VIP Version of ICBC Personal Internet Banking on August 1, 2008 and chooses to upgrade to the Silver Member on October 31, 2008, then the upgrading fees the customer needs to pay=360-15¡Á9=225 Yuan. And customer's Silver Membership remains valid until October 31, 2009.
